Even with the new regulations introduced in April 2002 double glazing in the UK is sub standard by comparison to the double glazing installed in the rest of Europe. High performance double glazing sold in the UK is mostly made with Pilkington K which is a 'hard' or 'pyrolitic' low emissive glass which can have impaired vision and has a pronounced tint. Double Glazing made by Pilkington K will lose nearly 60% more heat than Triple Shield Double Glazing.

Triple Shield has clear vision because it is made with 'soft' or 'sputtered' low emissivity glass from Europe which is more technically advanced and also incorporates argon gas instead of just air in the cavity of the sealed unit to improve thermal performace.

Because the surface temperature of the glass is much higher than standard double glazing furniture can be placed closer to the glass area without discomfort in the winter this is especially important in conservatories where furniture is almost always close to the grass area.

Are any other countries using it in volume?
Almost all the low e glass used in Europe is soft coat (See spec sheet) and in many countries soft coat low e glass became the industry norm in advance of legislation which demanded its use. Manufacturers saw performance and appearance of the soft coat glass a major benefit to both customers and the environment.
